Pandemic risk levels for summer activities made simple

According to the CDC, the best way to prevent illness is to avoid being exposed to the virus. In the infographic above, are the risk assessments based on participants wearing masks and/or staying 6 feet apart? Thank you!
The list fails to include going into other peoples’ cars (or taking them in yours) — which I’d assume is at least as high risk as going in their homes, unless it’s a convertible with its top down.
